Rear-admiral Chiang, the Superintendent of the R.O.C. Naval Academy received four students admitted by Virginia Military Institute, namely Shang-Cheng Su, Kao-Pu Chang, Wei-Ju Li, and Yun-Cheng Li. In addition to regular video communication, the return call once a year also allows Rear-admiral Chiang to pay close attention to and learn more about students' life and study abroad.
Later, the rank conferral ceremony for Shang-Cheng Su was held in Fuhsing Hall, in which Rear-admiral Chiang, on behalf of the commander, conferred the rank upon Shang-Cheng Su, and invited the administrators of the Academy, families and friends of Shang-Cheng Su, and current students from the Virginia Military Institute to attend the ceremony. During the ceremony, Rear-admiral Chiang, as a veteran, shared the importance of improving the psychological quality, and encouraged Shang-Cheng Su to work hard in his jobs and study hard in the professional field, and try his best to complete the tasks assigned by his superiors.
Captain Cheng, the Brigade Commander, who also graduated from the Virginia Military Institute, also encouraged Shang-Cheng Su to give full play to what he learned and contribute to the navy after serving as an officer. He believed that Shang-Cheng would inherit the fine military spirit and shine in the navy.
