I. Principle of Setting up a Counselor
1.
A counseling teacher is designated for each formal class, commissioned officer class, and non-commissioned officer two-year technical class.
2.
One counseling teacher is assigned for each program/department/group at each grade. When the class has less than 10 persons, counseling teacher of the same grade but different pro-gram/department/group will take the double hat.
3.
A name list of dropped out, dismissed cadets and those who fail to progress should be composed at the end of each academic year, and submitted to the Cadet Brigade, so that a new cadet list and basic info for each group can be revised for the teacher to continue with the counseling work.

1. Counseling time
  Regular counseling: The fifth and sixth lessons every Tuesday is set as counseling time. Curriculum design for each week is listed as follows.
  First week: Selected articles named Core Ethic Topics and Practical Guidelines will be given to cadets for reading. Counseling teachers will be the tutor to guide cadets in reading Book 1 to 4 of the Life of Struggles. Cadets should prepare to write a piece of sharing, conduct group discussion, debate and speech competition by respective grades in the third week.
  Third week: Tutors will conduct progressive teaching (Writing an article of sharing for first-year cadets, group discussion for second-year cadets, debate for third-year cadets, and speech competition for fourth-year cadets).
Second, fourth (fifth) week: Counseling teachers will be the tutor to conduct counseling at any place. If it is decided to conduct outdoor activity, leave application should be filed three days in advance.
Irregular counseling: To be conducted by counseling teachers directly with cadets during school hours. Sometimes may have to use cadets' self-study time, but have to coordinate with the Cadet Brigade.
Cadets' Weekly Journal: According to the regulations of the Cadet Brigade, cadets' weekly journal has to be read by the counseling teacher every week, in order to discover cadets' academic, life, psychological and family problems. In this way, brigade staff and psychological counselors may work together to solve the problem. Cadets' deviant concepts have to be corrected according to the ethic education of the Academy, in order to cultivate future cadres with perfect personality and excellent ethics.
2. Counseling activities
Counseling activities should stick to the principle of promoting teacher-cadet relationship, fulfilling cadet counseling objective, and nurturing humanistic accomplishment of cadets, for examples, social (tea) party, physical competition, group recreational activities, cultural and arts activities, outdoor visits, and encouragement and commendation, etc.
3. Counseling Discussion
  A counseling discussion will be carried out by the Academy in the last month of each semester, over-viewing the learning- and life-related problems of cadets.
The discussion is to be hosted by the chief of education. All counseling teachers and brigade staff have to attend, and all chiefs of relevant departments should be present to respond to enquiries.
